Sir, — I share the concern expressed by a number of ratepayers regarding the level of the rate increases for 198283 in the Waimairi district. It causes little joy for ratepayers to be informed that the increases are not inconsistent with the level of inflation. The point that seems to be overlooked in calculating rate levies is the ability of property owners to pay. Apart from a miserable $25 tax rebate allowed on rates, the salary and wage earner has to pay rates from the money left after he has paid his tax. Expressed as an average, his additional income would be less than 50 per cent of the rate of inflation.
