Merivale parking

Sir,—The interesting point about the Merivale Mall town

planning hearing (which refused to permit more parking or extension of the mall) is that the mall can still be extended without any planning approval. The Christchurch City Plan permits neighbourhood taverns adjacent to shopping centres such as Merivale. Provided that the Licensing Control Commission decides that a neighbourhood tavern is desirable in the area, a tavern, complete with additional car parking, can be built on Residential 2 land, thus extending the mall. The Christchurch Area Council of the New Zealand Temperance Alliance submitted at the City Plan hearing that this was not reasonable. We suggested that compensation be paid to affected residents (by the tavern developer) and that the developer would have to apply for a specified departure from the town plan for a tavern. Both our submissions were rejected by the City Council. The present situation is totally ridiculous. — Yours, etc., RAY SPRING, Christchurch Area Council, New Zealand Temperance Alliance. March 3, 1982.
