Carrington dispute
A row over where the British Foreign Secretary (Lord Carrington) is staying during his visit to Manila has prompted an unusually sharp exchange at the opening of his talks with the Philippine Foreign Minister (Mr Carlos Romulo). Mr Romulo had complained that Lord Carrington was not staying at the official guesthouse in the grounds of President Ferdinand Marcos’s Malacanang Palace, but at the British Embassy. Lord Carrington, who described himself on such visits as “just a parcel to be posted by my officials," said he was “very sorry that there was this misunderstanding.” — Manila.
