Gleneagles Agreement
Sir,—M. Creel (November 9) insists that the words about withholding all support and taking every practical step for discouragement mean prohibition. His language is not plain English. The Government complied with the agreement. It withheld all support. To clear up any doubt about the work of the police force it must be understood that whatever happens in the community the keeping of the Queen’s control of lawless men is irrespective of the causes of disturbance. The Government took every practical step for discouragement, both by direct communication with the Rugby Union and publicity through the media. Prohibition was not in the agreement, and the Government rightly respected the civil rights and freedom of choice of each and every New Zealander.—Yours, etc., JOHN BARCLAY. November 10, 1981.
