Road construction
Sir, — I assure E. H. Williams (December 23) that I have sound evidence for claiming that the City Council’s construction unit is more than competitive jvith contract work. In 1978-79 and 1979-80 the tenders for sealing and paving roads with hot-mix exceeded, on average, the cost of doing the same work by the council’s. unit. For the construction of carriageways the council has let few contracts in recent years, but several •years ago when the council's unit and a contractor built comparable sections of the
Brougham Street expressway, the council unit completed its section cheaper. Direct comparisons cannot be made on the relati’ ? costs for kerbs and channels, as this work has been put out to tender. Tenders have been competitive. I will not employ a consultant, as Mr Williams suggests, to find out what we know about costs. A report by Dr Battersby confirmed that the council should operate its quarry at Halswell in pi iference to buying its roading materials from contractors. — Yours, etc., D. C.
