told Mr McLay that serious staff shortages were a potential danger to prison security. . Prison officers have imposed prisoner intake quota levels at some prisons, and intend to take additional industrial action in protest against what they see as the effect’ of the Government’s “sinking-lid” policy, under which staff ceilings are progressively lowered in non-commerical Government departments.
