He told Parliament that a report by the Ministry of Works and Development and Davy International into construction manpower resources in New Zealand had raised a number of points. The report had indicated that certain trades would be scarce when some of the energv projects entered the! fabrication and construction, pnase, and also that some areas in New Zealand would experience heavy local com-; mitment of resources. , Mr Birch said steps had been taken to programme! the projects to spread the] activity and avoid the coincidence of “peaks” for the various projects. The Government had also initiated special trade training ■ schemes through rhe Labour Department to help offset the shortfall in critical trades.
