U.N. calls talks on Kampuchea
NZPA-Reuter New York The United Nations General Assembly has decided to convene an international conference early next year aimed at securing the total withdrawal of foreign troops from Kampuchea and the holding of United Nationssupervised elections in the war-ravaged nation.
The vote on the resolution, spearheaded by the five-member Association of South-East Asian Nations — Indonesia. Malaysia. the Philippines, Singapore, and [Thailand — was 97 in ■ favour to 23 against, with 22 abstentions. ; The resolution was directed at Vietnam which has thousands of troops in Kampuchea, used early last year to help overthrow the Khmer Rouge Government of Pol Pot and install one headed by I.eng Samrin. Pending a political settlement in Kampuchea, where Khmer Rouge troops are waging a guerrilla war, the assembly called for a United Nations observer team to be stationed on the Thai side of the border to verify that ' only civilian Kampucheans obtain the international aid that has been pouring into the devastated country. The assembly also called for the establishment of safe areas under United Nations supervision in western Kam-
puchea for uprooted Kampu chean civilians camped neat the Thai border and' foi those in Thailand wishing to return to their homeland. The resolution, sponsored by 26 conn' ies, said the proposed international conference should be attended by. all conflicting parties in Kampuchea and others concerned. The resolution said the conference should negotiate with the aim of reaching agreement on: —Total withdrawal of foreign troops from Kampuchea within a specific time to be verified by the United Nations. — United Nations measures to ensure law and order and the observance of the fundamental principles of human rights in Kampuchea. — United Nations measure . to ensure non-inter-ference. by outside powers in the internal affairs of Kampuchea. — United Nations-super-vised free elections in Kampuchea.
— Guarantees against the introduction of any foreign forces in Kampuchea. — Guarantees to' respect the sovereignty, independence, and territorial integrity of Kampuchea. )— Guarantees that an independent and sovereign Kampuchea will not be ai threat to its neighbours. I
