Antarctic control
Sir, — The Russians have set up eight research bases
around Antarctica. However, such-activity cannot be cited to' support any territorial claims. (Antarctic Treaty, Article 4). America, Russia and Japan make no such claims and; recognise no others. Meanwhile, Australia claims 40 per cent of Antarctica; New Zealand 7 per cent; Norway 18 per cent; France 3 per cent; and Britain, Argentina and Chile (conflicting claims), 17; per cent. The treaty deals only with co-operation in research. There is no governbody for a continent twice the size of Australia and rich in fish and minerals. Any freebooter could “move in.” To avoid dispute and.’ the misuse of resources, the United Nations Associations of New Zealand and Australia urge /that Antarctica and its -surrounding seas be controlled by the United Nations Security Council, This would provide permanent demilitarisation of Antarctica as a nuclear-free zone; protection of its ecology; and the fair sharing of resources, — Yours, etc., ALWYN LONG, Hon. Secretary, Auckland branch, United Nations Association of New Zealand. April 15, 1980, -
