President Carter said yesterday that he would not try to stop American athletes from going individually to Moscow for the 1980 Olympic Games, participants at a White House meeting reported. They said that Mr Carter reaffirmed his decision that the United States would not

take part in the Games because of Russian military intervention in Afghanistan.

But he said he Would not exercise his authority to stop individuals from going if they decided to ignore his call for a boycott of the Games.

The meeting, attended by community leaders and editors from California, was closed to reporters.
