Children ‘mobile noise source
PA Wellington Children are "a mobile noise source,” according to the Town and Country Planning Tribunal.
Because of this, a proposed child-care centre for children of staff at the Avalon Television Centre will have to find another place to go. Before the tribunal was an appeal protesting against a decision of the Lower Hutt City Council in allowing the Avalon Child Care Centre the right to establish a centre at 205 Taita Drive. In a written decision given yesterday, the tribunal noted that the site backed on to the Avalon Telesision Centre. The centre would have
been for about 25 children from 8.30 a.m. to 5.30 p.m. The Broadcasting Corporation owned the property, which had a house on it, but the child-care centre, while catering for staff children, would have been an independent entity. The tribunal said it had to be remembered that the presence of children in large numbers outside:— —Removed any noisebuffering effect which might be. apparent if they were contained inside: —Created a mobile noise source; and
Reduced the separation distance of the use to the distance between the boundary and the living areas of the affected property.
