PA Wellington Children are "a mobile noise source,” according to the Town and Country Planning Tribunal.

The tribunal said it had to be remembered that the presence of children in large numbers outside:— —Removed any noisebuffering effect which might be. apparent if they were contained inside: —Created a mobile noise source; and

Reduced the separation distance of the use to the distance between the boundary and the living areas of the affected property.
