Governor’s Bay ‘against amalgamation’

'Eighty-five per cent of Governor's Bay residents approached in a survey oppose the amalgamation of Mount Herbert County and Heathcote County, says the chairman of the Mount Herbert Civic Trust (Mr G. M. Bain). Members of the trust had taken a petition to 295 persons and 252 had signed, he said. Signatures had been accepted only from those eligible to vote iu a localbody election. The petition committed the undersigned to oppose the amalgamation of the two counties but to favour the invitation of the Lyttelton Borough Council to discuss the formation of a Harbour Basic Authority. The trust had beer, asked by the Governor’s Bay Community Centre Association to organise the petition. The chairman of the Mount Herbert County Council (Mr J. F. Brockhurst) said the petition was premature because amalgamation discussions were only exploratory. The council would not make any significant move without a poll of ratepayers.

The trust had done a “complete about-face.” In its annual report of 1976 it had

said that it had written ti the Heathcote, Wairewa Akaroa, and Mount Herber councils urging them to ir, vestigate a “peninsuli county.” In a letter to the Moura Herbert council a year earl ier it had expressed con fidence in the council) exploration of all possibli avenues to avoid an amalga mation with Christchurd City. Two Mount Herbert rata payers said that the peti tion’s organisers had tried ti talk them into signing. Mr Bain denied this. Hi said the aim of the petitioj was to reflect opinion! fairly. One ratepayer said tha the trust was not constitute to conduct the survey: i had had no annual meetinj for two years.

Mr Bain said an annua meeting would be held oi Monday evening and th) committee’s action in con ducting the survey would n, doubt be ratified then.

The last annual meetinj two years ago had empo wfered the trust’s committei to meet when necessary. “We are still a legal!' constituted body,” said M Bain.
