Sir, — Of course smaller classes are highly desirable i secondary schools, but it would be easier to start with primary schools, where there is a teacher surplus. It would also be more effective in reducing the high proportion of secondary pupils who cannot cope with secondary schooling through lack of basic skills, etc. These non-coping pupils, labelled “reluctant” learners, create the classroom strain which is the real problem behind the loss of secondary teachers.
