Provision for disabled

Sir, — In 1975, Parliament passed the Disabled Persons Community Welfare Act. It aimed to assist and encourage disabled persons, both socially and in terms of welfare. The act accentuated the necessity to stimulate public interest and support for its schemes. One might then wonder why parts of the act are ignored by those in authority. Are architects, engineers and builders ignorant of its provisions? Section 25 says that all new public buildings, from January 1, 1977, must contain adequate provision for disabled access — and this includes parking and toilets. The responsibility for attending to these reguIrtions lies with those liable for construction costs. Our concern is that the above industries are avoiding their obvious duties, despite likely business advantages, and that local authorities are failing in their duties to enforce a Government act that must supersede any local regulations.
