The Department of Health was urged to send senior officers to major health districts throughout New Zealand for extended periods so that they can gain a more realistic idea of the needs of each district. Professor D. W. Beaven said that if the department took such steps, its officials in Wellington would gain some understanding of the real problems faced by various districts which they “could not get sitting in an ivory tower.” “There is a constant struggle against a lack of understanding with the central authorities in Wellington on what situations are like in regional areas,” Professor Beaven said. His comments arose after discussion on a ruling by the department regarding the payment of the salary of Dr D. R. Hay, head of the department of cardiology at Princess Margaret Hospital and director of the National Heart Foundation. The finance committee was unanimous that the department had not made a realistic assessment of Dr Hay’s position in view of the fact that he was an expert of national significance.
