Resources available for housing in New Zealand will always be below real housing needs, according to the annual report of the National Housing Commission, tabled in Parliament. The report said that while demand could be suppressed, and people’s aspirations dampened for a time, pressures for change would eventually build up as a result of conununity dissatisfaction with the housing situation. “If demand is suppressed for too long, real
deprivation can result,” it said. Concern about the housing situation appeared to be based on high aspirations created by the unusual economic conditions experienced during the economic “boom” of 197.374. “However, it is difficult to gauge to what extent the increased activity in this period was a result of social need generated from the dampening down of the preceding years, or as a result of heightened consumer demand,” the report said.
