The long-term philosophy of the paper could be seen |as an endorsement of the In- ! dustries Assistance Commission’s theories on resource allocation, Mr Henderson said. "However, no commitment t o structural-adjustment assistance measures is given, presumably because of the Government’s current financial constraints.” Faced with the longerterm inevitability of structural adjustment, a firm commitment to provide closure compensation and adequate investment incentives to encourage restructuring was fundamental. Mr Henderson said. His organisation would be seeking an early meeting with the Minister for Industry and Commerce (Senator Cotton) to express detailed views on the paper. Advantage would be taken of the establishment of the Australian Manufacturing Council to develop the specific policies which his organisation thought the manufacturing sector re-' quired. '
