Henderson) said in a! [statement that the paper! gave no encouragement for) the long-term development• of industry and must be a disappointment to those who! wanted positive guidelines.
“Some of the short-term; assistance measures and sec-' toral policies are welcomed, and should relieve immedi-' ate difficulties but the paper} [doesn’t provide the long-; term guidelines which the original terms of reference, led us to expect,” Mr Hen-: ; derson said. ‘ “In the short to medium [term, the paper indicates! } that manufacturing industry} will be used as a flexible ■ } buffer to ease the Govem- [ ment’s embarrassing unem-1 Iployment situation, with no!
i real long-term commitment,” he said. : The change in emphasis of ' the white paper was illustrated by the amendment of I its title from “White Paper ;on the Development of Policies for Manufacturing Industry” to simply “White ■Paper on Manufacturing Industry.” This change, he isaid, reflected the paucity of ■ specific policies in the docuiment. The long-term philosophy of the paper could be seen |as an endorsement of the In- ! dustries Assistance Commission’s theories on resource allocation, Mr Henderson said. "However, no commitment t o structural-adjustment assistance measures is given, presumably because of the Government’s current financial constraints.” Faced with the longerterm inevitability of structural adjustment, a firm commitment to provide closure compensation and adequate investment incentives to encourage restructuring was fundamental. Mr Henderson said. His organisation would be seeking an early meeting with the Minister for Industry and Commerce (Senator Cotton) to express detailed views on the paper. Advantage would be taken of the establishment of the Australian Manufacturing Council to develop the specific policies which his organisation thought the manufacturing sector re-' quired. '
