Complaint to wrong owners
! Last January, the Paparua County Council told the owners of a shopping centre at Ensign Place, Halswell, to] remove sharp, pointed stones! used as borders on garden I plots.
Residents, who had complained through the Halswell Community Council, said that the stones had caused injur ies to children. They must have wondered what went (wrong. because the stones I are still there.
The shopping centre paths (are privately owned, and the •council is not responsible.' But it wrote to Mr J. G. Rutherford, a Christchurch solicitor, representing the: then owners, asking for the! borders’ removal. But the council has only! recently found out that Mr Rutherford's group no longer, owns the property. It was< sold some time ago to people (whose agents are an Ashbur-I (ton firm of solicitors. The; new owners have been asked to take action.
