The United States has vetoed, for the second time, the applications of North and South Vietnam for admission to the United Nations, acting in reprisal against the Security Council’s refusal to include on its agenda a similar application from South Korea. All 14 other members of the Council voted in favour of the Vietnamese States’ entry. The Chinese Ambassador (Mr Huang Hua), who denounced the veto as completely unjustified, said that the Americans’ “obstructions” would eventually fail and the Vietnamese States would be seated in the United Nations.
