Bid to speed scheme

(“The Press” Special Service)

BLENHEIM, June 30. To speed the process of its district scheme to its operative phase, the Marlborough County Council has decided to engage town - planning consultants.

The chairman of the planning committee (Cr M. E. Dick) told a meeting of the council that the scheme had drawn nearly 2000 objections, more than any other district scheme to date. This was of immediate; concern because of the time; needed to process objections.; Only when all objections had been dealt with, and possible i appeals heard, would the scheme take effect. I During this time the

county would be in limbo. Also, no findings on objections could be made public until all had been dealt with. He suggested that consulti ants be engaged to speed the process. The County Chairman (Mr W. E. Brown) said consultants would relieve the workload on staff. The scheme had taken much of the

engineer’s time and he still had to attend to his other duties. I Cr L. A. C. Pigou said that, ■ “now the dust had settled a ■; little” and various authorities had openly supported ;;the county’s scheme, people, :; realised it was not as bad Jas first thought. Ii Cr Dick said that more :; than half the objections dealt •[with the clause preventing' rebuilding in a rural zone. :|The variations proposed by.

the council after the scheme was made public would obviate the need for these objections. Marlborough County was large, diverse in nature, and catered for many activities, some of them conflicting. “It is a planner’s nightmare,” he said.

Mr Brown noted that, be-; cause of these conflicting; interests, the county’s scheme had come under; closer scrutiny than any; other. The no-rebuilding clause, for instance, was a ! straight copy from the Town and Country Planning Act and went through like that anywhere else without opposition. The consultants, Gabites,. Arlington and Edmondson,' I were appointed. They already | are reporting on a specific; aspect of the scheme. I
