Sir, — While the New Zealand Electricity Department >. feeds power into

Islington and back out again ever more semi-parallel lines will be demanded through Christchurch and its outskirts. On the other hand Rolleston has been planned to reduce the future demand on the amenities of Christchurch. Electricity is an amenity. Because of the circumstances, changed since the Waitaki Basin-Lansdowne-Bromley-Islington line was first planned, it is inevitable that some old patterns of thought and planning will still be present. What is needed is a mind fresh to the possibilities offered, and aware of the shortcomings of present policy. Mr Bailey is fresh to the position of Minister of Electricity.
