Sir, —Is it an official policy of the Ministry of Transport for its officers to issue traffic offence notices while standing adjacent to the car, with the offender, on the roadway? I have seen this several times and consider it a dangerous practice. I was under the impression that road safety is the traffic officer’s main responsibility.—Yours etc., H. M. BROWN. May 11, 1974.
