H The Paparua County w Council was not in a position to discuss new proposals for the development of West Melton-Yaldhurst land for which a specified departure application had already been refused, the council de-

cided on Monday evening. Rutherford and Company, which in November put plans to the council for a new town development, wrote saying that it had withdrawn its appeal to the Town and Country Planning Appeal Board against the council’s refusal. The company, it was said, had amended its proposals! in the light of the Governjnent’s plan to create a new city at Rolleston. On the recommendation of its town-planning committee, the council noted that the appeal had not been withdrawn, as a date had been ‘set for its hearing, and that the company had another (Specified departure application lodged with the counIcil in respect of the same ‘block of land.
