Nixon appoints ‘trouble-shooter'

President Nixon today appointed Mr William Usury, his labour-relations “trouble-shooter." to a new post itt the White I louse, lo try to head off strikes in America's energy-producing industries during the oil shortage.
Mr Usury, the Government’s mediator in labourmanagement disputes, will take on his additional res-, ponsibilities as a special assistant to the President. Announcing the appointment. the White House said that Mr Nixon had asked Mr Usury to place special emphasis on all labour relations affecting the production and delivery of.fuel and power. Mr Usury himself said in a statement that in 1974 more than 10 million work-
ers would make decisions on i\ew contracts or wage teVms, and he added: “Many of the union members work in industries which are vital to the country’s ability to produce and deliver fuel and power." Mr Usury, who is 50. will retain his post as director of the Federal Mediation Service. a position he has held since last March.
