Roaming clogs
Sir. —There is a by-law forbidding dogs on thestreets unless on a leash, I which reads: “Any dog found in a public place unless under the control of some responsible person or held on a leash may now’ be impounded.” Why is this law not enforced? On the street where I live at least half a dozen dogs are left to roam The streets all day. Their early morning parade is held on other people's gardens! and one is left to clean up their excreta on lawns and paths, to say nothing of the damage done to lawns and’ gardens. Surely this is a health hazard and something should be done to stop this going on.—Yours etc., ANGRY RATEPAYER. (Christchurch 7). December 15, 1973. I [The Christchurch City : Council’s general manager and Town Clerk (Mr J. H. Gray) replies: “The problem of stray dogs being at large: on the city streets is causing! concern to the council, and two dog rangers are perman- > iently employed in implementing the provisions of the by-; law. Some 10.000 dogs are registered in the city in the: current year. Since the by-; law on dog control became operative on March 1. a’ period of nine months, the ' rangers have impounded 743! dogs (an average of nearly: 1000 dogs a year), and with ■ some 450 miles of street, this i is no mean effort. Prosecu- ■ tion of some offenders is • under consideration.”]
