The United States House of Representatives has approved a trade reform bill expanding President Nixon’s power to negotiate world agreements, but banning loans to the Soviet Union until Jews and members of other minority races can leave Russia freely. The credit ban, attached to the measure as an amendment, allows Mr Nixon to lower tariffs on Soviet Union goods, and to extend trade credits, but only after he certifies to Congress that C.ussia is allowing free emigration.

The amendment was passed by 319 votes to 80—a much greater majority than the bill proper achieved (272 to 140).
