Territorial dispute
(N.Z.P.A.-Reuter —Copyright) ADDIS ABABA, May 20. The shadow of a dispute between Ethiopia and Somalia hung over the O.A.U. Council of Ministers in Addis Ababa as heads of delega tions continued to try to find a compromise solution. The problem has arisen over a Somali proposal that the O.A.U. should intervene in what it calls a territorial dispute over the southern desert region of Ethiopia. The Ethiopians maintain that there is no territorial dispute, but only a very limited issue, of the demarcation on the ground of the frontier between former Italian Somaliland and Ethiopia. In a secret session of the delegation leaders last night, which reached no conclusion, the Ethiopian Foreign Minister (Dr Minassie Haile) accused Somalia of laying claim to “a significant portion of Ethiopia’s territory.” The Somali Foreign Minister (Mr Omar Arteh Ghalib) has so far declined to comment on the debate, but said today that he would give a press conference when he was ready.
