ISRAELI MOVE
Plan to pay Arabs (N.Z. Press Assn.—Copyright) JERUSALEM, Dec. 4. An $N2B4m plan to compensate some of the Arabs who lost property in 1948 by the establishment of Israel has been approved by the Israeli Government The plan is intended to counter Arab claims that Arabs in Palestine were dispossessed.
The Israelis also hope that the proposal will underscore the unification of Jerusalem under Jewish domination, since most claims for compensation are expected to come from Jerusalem Arabs who lived under Jordanian rule until the 1967 Middle East war.
Arabs livihg inside Israel proper will also be eligible for reparations, but Egyptian and Jordanian Arabs under occupation are excluded, along with Palestinian refugees in Arab States. Claims may be lodged as soon as the plan is approved by Parliament. The Ministry of Justice expects to begin paying out money by July, 1975. The Israelis will insist on seeing receipts and deeds of sale for property reported lost.
