Reid, district inspector of fisheries, replies: “The department’s intentions are the same as they have always been—the conservation of the whitebait by regulation and research. The falling catch rates may be caused by the increasing number of whitebaiters sharing the catch. Other problems are pollution, former breeding areas under cultivation and stocking, drainage of former swampy grounds and finally dry seasons or flood conditions, most of which are outside the department’s control.”]
