State appeal system (N.Z. Press Association) WELLINGTON, Nov. 30. New Zealand’s appeal system in the State services was attacked today by the Assistant Commissioner of Works and chairman of the Environmental Council (Mr R. G. Norman).
Mr Norman, who has just returned from working visits to London and Paris, said at a press conference today that mejnbers of the new British Ministry of the Environment “recoiled in horror” when he told them about the appeal system. He asked them how they recruited staff, and was told that academic and professional experts from outside the civil service were keenly sought and employed for top positions. The appeal system in New Zealand was denying Government departments experts from outside they so badly needed.
“I don’t think it’s proper for a head of department to have the paiq, the grief of not being able to get the expertise in senior staff that he wants,” Mr Norman said.
