Criticism of penalties

Penalties for the use and possession of cannabis should be reduced, in view of recent findings that it is considerably less damaging and addictive than the opiate drugs, the New Zealand Association for Mental Health decided at its biennial conference in Christchurch. The conference decided to ask the Minister of Justice to amend legislation to reduce the penalties, “so that the law may not be brought into disrespect.”

The Minister of Justice will be asked to investigate the need for permanent accommodation for intellectuallyhandicapped children, who are State wards, coming under the care of tile child welfare division and the Minister of Health will be asked to investigate the needs of intellectually - handicapped children who can not be cared for in their own homes.

Another remit adopted requested the Minister of Health to provide facilities for family planning as part of the out-patient services of general hospitals.
