That the Christchurch Drainage Board proceed to raise aj loan of sixty five thousand; dollars ($65,000) for the purpose of meeting the cost of > piping open drains. 2. That such loan be known as] Drainage Loan No. 3, 1971; and hereinafter be called the said loan. 3. That the term for which the i said loan or any part thereof I may be borrowed shall be ' thirty five years. 4. That the rate of interest that may be paid in respect of the said loan or any part thereof I shall be such as shall not produce to the lender or lenders a rate or rates exceeding six I per cent per annum. 5. That the Christchurch Drainage Board shall, before raising the said loan, or any part thereof, make provision for the repayment thereof by establishing a sinking fund and shall make annual payments to such sinking fund at a rate of not less than 1.11 per cent per annum of the amount of the loan for the time being borrowed and not repaid. 6. That the payment of interest] and repayment of principal in j respect of the said loan shall I be made in New Zealand, and I no amount payable as either. interest or sinking fund m | respect of the said loan shall i be paid out of loan money. ] •7. That the following commission or fees may be paid in respect of the raising of the j said loan or any party there-, of: (a) Brokerage not exceeding] one-half per cent of the] amount raised, (b) Underwriting commission j i or fees not exceeding one-. half per cent of the amount' underwritten. I (c) A replacement fee not ex-; ceeding three-quarters peri cent in respect of a place- ] ment by a single lender of; $20,000 or more for a term of twenty years or more, provided that no placement fee shall be payable in respect of an underwritten issue or any part thereof. Except as aforesaid, no procuration fees or other fees or commission of a similar nature shall be paid and no discount shall be allowed to any lender in respect of the raising of the said loan or any part thereof. 8. That the security of the said loan to provide for the annual charges thereon be a special rate of $.000006501 in the dollar to be struck on the rate-1 able capital value of the!
