Labour youth attack bill

WELLINGTON, June 14. The Welfare of Minors Bill was oppressive and unworkable, said the president of the Labour Party Youth Advisory Council (Mr D. Butcher) today. The bill would inflame the family situation it was intended to help, and would be completely hopeless in protecting minors from drugs, he said.
By perpetuating the Illogical lumping together of cannabis and addictive drugs such as heroin, it made thousands of young people open to prosecution and penalties out of all proportion to the offence committed. .
To make a person guilty in any circumstances by association was to reject a hundred years of penal reform, said Mr Butcher.
Growing social problems could not and should not be dealt with by harsh disciplinary measures of the type proposed. Nor could they be dealt with by emotional responses and emotional appeals. - What was needed was rational consideration and rational answers, said Mr Butcher.
