Sir,—l thank Mr D. B. Rich, but his reply does not clarify the council’s decision not to grant the application and conveys no more than was reported by the press. If, as Mr Rich states, the council is not empowered under the Town and Country Planning Act to grant an exception to the provisions of the scheme: (1) Why did Mr Robinson, regional authority for town planning, make a point of asking the council to reject the application; and (2) Why, if it was not within the council’s jurisdiction, did Mr Rich state that the application might be reconsidered at a later date? —Yours, etc., R. July 2, 1970. [Mr D. B. Rich, Waimairi county chairman, replies: “Mr Robinson represented the Regional Planning Authority, which had a statutory right to be heard in objection on town-planning grounds if the council had in fact been able to deal with the proposal under the powers conferred on it by the Town and Country Planning Act. The application cannot be reconsidered by the council and I made no statement to this effect. However, in view of the council’s sympathy towards the social aims of the applicants it would consider assisting them in their consideration of other locations should the Appeal Board decision be unfavourable with regard to this particular site. If your correspondent requires further information I suggest he address bis inquiries to me directly.”]
