Pacification Programme (N.Z.P. A.-Reuter—Copyright) SAIGON, July 6. A South Vietnamese general said yesterday that pacification efforts in South Vietnam had slowed during the last six months. General Cao Hao Hon made what is believed to be the first official reference to difficulties in the programme to win over the civilian population during a report to the six-nation ministerial meeting of Vietnam was allies in Saigon yesterday.
