DIFFICULTY FOUND
Pacification Programme (N.Z.P. A.-Reuter—Copyright) SAIGON, July 6. A South Vietnamese general said yesterday that pacification efforts in South Vietnam had slowed during the last six months. General Cao Hao Hon made what is believed to be the first official reference to difficulties in the programme to win over the civilian population during a report to the six-nation ministerial meeting of Vietnam was allies in Saigon yesterday. The delegates who included the United States Secretary of State (Mr William Rogers) were told: “As i you know, the momentum of ‘pacification and development has slowed somewhat during the last six months. “This was expected as the novelty and excitement of new programmes waned and as the need for consolidation ; increased. “Increased Communist activity and military attacks have also recently tended to slow pacification efforts.”
