DISARMAMENT ALLIES.—Mr J. Leonard (left), the United States delegate to the 24-nation disarmament conference in Geneva, with Mr A. Roshchin, the Soviet delegate. They submitted a joint draft treaty to ban the use of nuclear arms and weapons of mass destraction from the seabed. Canada and Italy criticised the joint draft on the grounds that it did not provide strict enough controls.
