U.S. Troop Withdrawals From Europe Predicted

A conference of North Atintic Treaty Organisation exerts, which ended yesterday, las predicted U.S. troop withIrawals from Europe and a lecline in Western defence Sorts. The forecast appeared in lie draft of a final report on hree days of talks by more han 60 N.A.T.O. officials, military officers and profesors. The delegates included even of the 15 ambassadors n the North Atlatic Council nd Mr Manlio Brosio, lA.T.O.’s secretary-general. The report was written by ’rofessor Guy de Cannoy, of
the Institute of Political Studies in Paris. It said: “The strategic forces of the two super-powers are moving toward parity. The Soviet Union has superior conventional forces, and this superiority is bound to increase in the years to come, firstly, because a reduction in the number of American troops stationed in Europe is considered by policy-makers as not unlikely; secondly, because Western defence efforts show signs of declining; and lastly, because the Soviet Union has far greater possibilities in the field of subversive activities."
