Candidacy Surprises (N.Z. Press Assn. —Copyright) NEW YORK, June 18. Conservative law-and-order candidates won the Republican and Democratic nominations for Mayor of New York in stunning upsets over the Mayor (Mr John Lindsay) and the former Mayor, Mr Robert Wagner. Mr Wagner conceded the Democratic race to the City Controller, Mr Mario Procaccino, aged 56, early this morning and the State Senior, Mr John Marchi, aged 47, was ahead of Mr Lindsay in the Republican race, although Mr Lindsay did not directly admit defeat. Mr Lindsay will face Mr Marchi and Mr Procaccino in November as the Liberal Party’s candidate for Mayor. Another Liberal candidate, Mr Herman Badillo, aged 39, conceded the Democratic race shortly after Mr Wagner. Mr Badillog, the Puerto Rico-born Bronx Borough president, endorsed by many Liberal Democratic leaders, ran a close third. The other two Democratic candidates, the author, Mr Norman Mailer and Mr James Scheuer, of the House of Rep resentatives, were well behind. In the Republican race, re turns from 4816 of 5286 dis tricts gave Mr Marchi 100,601 and Mr Lindsay 98,217. Democratic returns fron 4851 districts showed Mr Pro caccino 228,789; Mr Wagnei 199,249; Mr Badillo 197,558 and Mr Mailer 38,318; and Mi Scheuer 35,122. Mr Lindsay appeared to b< in trouble with many white, middle-class voters who resented his identification with the Negro and Puerto Rican communities. These voters say Mr Lindsay ignored tbeir needs. His administration had also been beset with civic turmoil, including a transport strike as he took office, garbage strike and teachers' strikes that aggravated racial tensions. The welfare rolls mounted.
