Unless there was a willingness on the part of the Organisations to work together and a positive attitude towards the certainty of change, there was every possibility that urban growth would not occur to the benefit of provincial cities during the remainder of this century, he said. "Instead of a cosy - confidence in the continuation of past trends I would prefer to see a more logical attitude to present problems,” Mr Bagnall said. “
