The annua! report of the Internal Affairs Department, tabled in Parliament said: “This assumption is borne out more clearly in the mammoth lotteries, in which it seems likely that as many people are taking part as in previous years—but that more are doing so as members of syndicates to reduce the cost” -(P.A.)
