No Agreement On Widening

Agreement had not been reached by the National Roads Board as to the extent to which Fendalton Road should be widened or on the width of the proposed median strips, the chairman (Mr D. B. Rich) told the Waimairi County Council last evening.

He was commenting on a report from the works committee, which stated that, in reply to several letters, the District Commissioner of Works (Mr D. B. Dallas) had said that he was unable to give any more information on a scheme plan for the road. Mr Rich said that the council had recently met officers of the Regional Planning Authority and the National Roads Board, and the impression had been given that the authorities were hardening in their attitude to widening, and its effect on board subsidy payments. “It will come down to a local matter in the end, but there is no hold-up in the council’s plans,” he said. Poisoning.—To enable the Plains Pest Destruction Board to lay poison for rabbits in the Spencer Park-Kainga area, the council agreed to the closing of land at Spencer Park for five working days in June, July and September. The

board assured the council that 1080 poison baits and carcases would be picked up before week-ends. The camping ground will not be closed.

Deferred.—Requests for pedestrian crossings at the Ham School (Clyde Road) and Casebrook Intermediate School (Veitch Road) were deferred for reconsideration in a year’s time. In both cases, the senior traffic inspector (Mr W. Sterritt) said conditions did not justify crossings.

Offices.—A meeting would be held with the District Officer of the Transport Department (Mr D. L. Hogan) to see if there was truth in the report that the headquarters for traffic inspectors might be moved out of the county, said Mr Rich. This affected proposals for council office extensions for the engineering staff and the traffic inspectors.

Finances.—A total credit balance at March 31 of $431,245 in all accounts was reported by the Clerk (Mr J. Reid). This included $58,126 in the riding and general funds, and the balance in special accounts, including $270,743 in the land subdivision fund.

New Green.—The Burnside Bowling Club’s third green al Burnside Park would be laid three to four feet below ground level, and would have a fence 3ft high so as to preserve the view across the park

for Guinness Crescent residents, the works committee reported. Tree Tests.— -All the oak trees at the proposed Grahams Road reserve had been tested and found sound, the reserves superintendent (Mr W. A. Clare) reported; One of five large poplars was hollow, and it should be removed. He said that more oaks should be planted behind the existing rows.

Refused.—The Canterbury Savings Bank was refused permission to park its mobile office at the corner of Maidstone Road and Waimairi Road. A similar application from another bank was refused some time ago. Kainga.—The town-planning officer (Mr R. M. Parker) was asked to include the re-zoning of the Kainga settlement from rural to residential A in proposals for the Regional Planning Authority’s review of the urban scheme.

Complaints. Complaints had been received from Farrington Avenue and Mooray Avenue residents about a par-tially-completed building at Farrington Avenue, the townplanning committee reported. The council authorised legal action against the owner. Zoning.— ln a series of decisions arising from a public hearing of submissions on April 24, the council confirmed its plans to establish a special rural industrial zone at Chaneys.
