The South Vietnamese Am bassador to Australia (Mi Tran Kim Phuong) says his Government has reservations about the Paris peace talks, ani he himself doubts if peace will come in 1968. Mr Phuong told a conference of the Democratic Labour Party in Melbourne: “To understand the Communists we have to remember that for them coalition does not mean peace, but another stage of political and subversive struggle. That is why we have to be very careful about the present negotiations in Paris "... If we are not careful something will happen to us as happened to Laos The Communists will pull out one nr two or three divisions when the bombing is stopped, but who can stop them just waiting round and coming back?
They may drag on the negotiations and try to im prove their bargaining position with further attacks on our cities. They may even break off the talks with the hope of breaking once and for all the present United States policy in Vietnam.”
