Four South Vietnamese delegates including ’ the Saigon Government’s Finance Minister, Mr Tran Van Kim, were put on a Paris-bound plane last night after the Algerian Government refused to let them participate. in a 70-nation development conference. The 21 Latin-American delegations met to consider whether to walk out of the conference unless the South Vietnamese were allowed to take part. The African and Asian groups will meet to decide on their next move.

The first plenary session of the conference was put off until Thursday. The aim of the conference is to co-ordinate the developing nations’ policies at the world development conference at New Delhi in February, 1968.
