The public must have a serious sense of disquiet as a result of disclosures on the Heathcote County Council’s finances and the fact that the Audit Department had not been able to act authoritatively from the start, Mr R. L. T. Sandford said at the Christchurch Drainage Board's meeting last evening.
“It was left to the branch manager of a bank to do the work the Audit Department should have done,” he said.
“The public view the department as a watch-dog of the public purse, but it appears that it is a lovely big dog, with a big bark but no teeth to bite with.”
If it was necessary to amend the law to give the department more authority, then it should be done immediately, he said. The board received a cheque for £5OOO from the county council towards outstanding rates.
