KENNEDY ROUND DEADLOCK

GENEVA, May 8. Negotiators for the United States and the Common Market failed early today to break a deadlock in tariff-cutting talks after a fivehour conference that lasted until 4 a.m., United Press International reported.

“There was no progress,” said Brie Wyndham White, head of the General Agreement on Tariffs and Trade (G.A.T.T.). The night session had been viewed by American negotiators as the last chance to save the so-called “Kennedy Round” of tariff talks from collapse. In the five-hour meeting the two sides were wide apart in talks aimed at hammering out a package deal on tariff cuts for chemicals and grains. Negotiators agreed to meet again later this morning to review the critical situation.

A deadline of 6 p.m. today had been set for agreement so that it could be placed before a meeting of Common Market ministers in Brussels.

Asked if the lack of accord overnight meant there was no prospect of agreement Mr Wyndham White said “with an enterprise of this size there is always time to reach agreement.” But he added: “If we don’t reach agreement by tonight I would not see much prospect of agreement by the end of the week."
