'UBLIC INQUIRY INTO QUES PION OF ADDING BEER TO SCHEDULE A OF NEW ZEALAND AUSTRALIA FREE TRADE AGREEMENT. i At the request of the Minister of Overseas Trade, the Tariff and Development Board proposes to inquire into and • report on the question of whether beer, made from malt, containing more than 2 per cent of proof spirit should be added to Schedule A of the New Zealand-Aus-tralia Free Trade Agreement. 2. The rates of import duty at present payable on such goods are as follows 1 : W Q 2 <p f I 5* 2 o 3. Tariff Item No. 2 * 112.300.1 Beer having J an original gravity not exceeding 1036 *6s 6d *Bs 6d 112.300.2 Beer having an original gravity exceeding 1036 *6s 6d *Bs 6d plus 2d for each unit of original gravity exceeding 1036. * per gallon or for 6 reputed quart bottles or the reputed equivalent In bottles of a larger or smaller capacity. 3 Beer made in New Zealand is subject to excise duty as follows: (a) Where the specific gravity of the worts used in the production of beer does not exceed 1036, 6s per gallon of beer. <b) Where the specific gravity of the worts exceeds 1036, 6s per gallon of beer, plus 2d per gallon for every unit of specific gravity above 1036 4. Article 6 of the Agreement provides in effect that a Member State may levy revenue duties or taxes on scheduled goods imported from the territory of the other Member State provided that such duties or taxes do not exceed those imposed on such goods if produced in the first Member State. 5. In considering this matter the Board will have regard to all relevant provisions of the New Zealand-Australia Free Trade Agreement. It will take fuil-l account of the advantages and disadvantages to New Zealand industry concerned and to New Zealand as a whole of including the items in Schedule 6. For the purpose of taking evidence on this subject the Board will hold a public inquiry commencing on Wednesday, May -31, 1967, at 10.30 a.m., in the Board Room, First Floor, N.Z. Law Society Building, 26 Waring Taylor street. Wellington. 7. Any person who intends to tender evidence will, on notifying the undernamed to that effect be supplied with a form indicating the nature of the infornlation which should be submitted in support of representations. 8. Twelve copies of a typewritten statement of the evidence to be tendered, compiled in accordance with the form and supported by any additional information, should be lodged with the undernamed not later than Wednesday, May 24, 1967.
