‘lnitiative Not Gained’ (N.Z.P.A.-Reuter—Copyright) PARIS, December 8 General Vo Nguyen Giap, the commander-in-chief of the North Vietnamese armed forces, said in an interview published In the Paris newspaper “Le Monde" that the United States has been unable to gain the initiative in the war, in spite of its build-up of troops. He claimed the Americans and their allies were now engaged in a salvage operation. The number of men they put on the ground in South Vietnam would not be the deciding factor, be said, pointing to the defeat of the larger and better-equipped French forces by the Viet Minh which he commanded in the IndoChina war. He believed that the United States wanted a quick end to the war, but was prepared for a long drawn out struggle.
