To Thant

NEW YORK, October 11.
A new crisis between Israel and Syria over border incidents at the weekend remained unresolved today after the Israeli Foreign Minister, Mr Abba Eban, had asked the Secretary -General, U Thant, to intervene.
Dr. George Tmeh, Syria’s chief delegate to the United Nations, saw U Thant last night at the SecretaryGeneral’s request.
A spokesman for the Syrian delegation said afterwards, however, that Syria did not feel there was anything the Secretary-General could do. Earlier, informed Israeli sources said that the Government of Israel had asked the Secretary-General to intervene personally to warn Syria "of the folly of its current action." The sources said that the Israeli Government was not resorting to the Security Coun.
cil because the Soviet veto could work against Israel. Mr Eban yesterday saw Lord Caradon, the British chief delegate, who is President of the Security Council, and would be making contact with other non-Arab Security Council members, including the Soviet Union, on the matter. Mr Eban said he would raise the matter when he discussed Middle Eastern affairs
with the British Foreign Secretary, Mr George Brown, today.
Mr Eban had earlier told a press conference that Syria was now fairly openly committing itself to a guerrilla war against Israel. He said the time was ripe for a concerted international effort to make sure the Syrian Government knew the folly of the acts it was committing.
