‘Tough Talks’ In U.S. (N.Z. Press Assn.—Copyright) BONN, Sept. 28. The West German Chancellor (Dr. Erhard) returned today from talks in Washington with President Johnson and said that although differences existed between the two Governments “our friendship was not affected by them.” Dr. Erhard told members of the Cabinet who met him at the airport that, “You can talk tough to the Americans without them acting as if they were insulted. “You can’t act that way with everyone. If we would have talked that tough to another certain nation, there would have been an international crisis.”
