The country’s new ruler, Lieutenant-Colonel Yakubu Gowon, in a broadcast to the nation, ordered modification of all decrees setting up a central government. The order reversed the policy of the former military ruler, Major-General Johnston
T. V. Aguiyi-Ironsi, whose May 24 decree, ordering a unitary; j government, set off rioting in the north. Further Stages Colonel Gowon's two other stages were: An immediate meeting of the advisory committee, in-|
eluding the nominees of the four military governors. to set up a review assembly to recommend “a form of constitution best suited to Nigeria." A referendum on the constitution. Colonel Gowon said the newly elected government of the new constitution then would assume control and “my government would fade away.” He said he had no “firm time-table” for handing over The government to civilian I control.
